Green Card System

Whats is Green Card ?

The Green Card is an international certificate of insurance which issued under the authority of the National Bureau, in accordance with the recommendation 5 of the Road Transport Sub-Committee of the United Nations Economic Commission for Europe (UNECE).

This document is accepted by the Authorities of all countries for which the Green Card is valid.

The Green Card system, which was joined by Tunisia on 1969, was created following Recommendation N ° 5, adopted on January 25, 1949 of the Road Transport Sub-Committee of the United Nations Economic Commission for Europe (UNECE).

The Council of Bureaux, the managing entity of the green card system, which held in Marrakech on June 14, 2019, amended article 7 of the Internal Regulations, keeping the choice for each Bureau and their members to edit the green cards in the electronic format and print them on black and white paper. This decision came into effect on July 1, 2020.

The Tunisian market has chosen to continue printing international cards in green colour except that it must respect the choices of other Bureaux by accepting the entry of foreign motorists holding an international insurance card, whether green or black and white.

Goal

The objective of the green card system is to facilitate the international traffic of vehicles between the countries member of this system as well as to protect the victims of accidents caused by vehicles in international traffic by ensuring that they will be compensated according to the regulations governing compulsory motor vehicle liability insurance in the country of the accident.

Members

The members of the green card system are made up of the “National Bureaux” created in each of the 48 member countries. These entities are recognized by their national authorities and ensure the proper functioning of the system. The Bureaux are grouped together in an international non-governmental organization, the “Council of Bureaux” (CoB), which the secretariat is in Brussels (www.cobx.org).

The role of the Bureaux is to handle claims resulting from accidents caused by vehicles registered abroad on their territory or by vehicles registered in their country involving in accidents abroad. It is also under their responsibility that their members issue the “international insurance certificates” (the Green Cards”).
